For these questions, you need to understand place value.
The number 136 (one hundred and thirty six) is made up of 1 hundred, 3 tens and 6 units.
You may be asked to put a list of numbers in order, like this one:
530 431 395 398 463
530 has five hundreds - more than any of the other numbers, so it must be the biggest number.

Two of the numbers have four hundreds, so to tell which is bigger, look at the number of tens. 463 has six tens, and 431 has three tens, so 463 is bigger than 431.
530 > 463 > 431
The last two numbers both have three tens and nine hundreds, so to tell which is bigger, look at the number of units. 398 has eight units, and 395 has 5 units, so 398 is bigger than 395.
530 > 463 > 431 > 398 > 395
